To Sui Wan was born in the early 1950s in Guangzhou. She went to school there until Primary 3. In 1963, she came to Hong Kong and lived with her family in a low-cost housing estate in Tai Hang Tung. In Hong Kong, she had worked in woollen knitting factories. She had worked at different departments such as packaging, framing threads, stitching by hand and quality control. In the late 1960s, she learned to operate electric sewing machine and knitting machine. Upon completing apprenticeship, she worked in a wig factory for a brief period of time. Then she joined the garment industry and worked in small-scaled factories in Sham Shui Po and Wan Chai. She joined a garment factory in Tai Po where she made high-class fashions. She stitched clothes by hand and made sample dresses. Several years later, she was promoted to supervisor, overseeing the sewing work processes. To Sui Wan got married in 1985. To save time for raising family, she resumed to the position of sewing sample dresses. In 1988, she quitted the job and became a full-time housewife. She took outsourced orders of making sample dress at home. In the 1990s, she worked in an American factory Hero where she had worked for 8 to 9 years. And then she changed to Sam Yeung Company making costumes, a job which she is still working to date.
