Governor Sir Henry Arthur Blake (term of office: 1898-1903) was extremely concerned about Hong Kong's hygiene problems. During his term, he reorganised the structure of the Sanitary Board. Initially the board was made up of government officials from various other departments, but Sir Blake appointed the Colonial Surgeon, who was familiar with hygiene matters, as full-time leader of the Sanitary Board.
