Introduction

The Hong Kong Festival was a week-long, city-wide carnival that required an immense amount of human and material resources. The main idea was that it was an event “for the people” as well as “by the people”, meaning that people were encouraged to be part of the planning and execution. To this end, it was necessary for the government to build an infrastructure to mobilize society.
