In 1950s, the government proposed a bold project to build a large recreation ground on a reclaimed land where the Causeway Bay Typhoon Shelter originally was. The Hong Kong Jockey Club agreed to support the scheme in 1951 and donated HK$2.5 million in 1952, which was nearly a half of the Club's donation in 1952 for around HK$5.3 million. Furthermore, another $1.3 million was donated in 1955 to build a swimming pool complex with 5 pools at the ground, which became the first public swimming pool in Hong Kong.
