Lu Hsiang-sheng, a general during the Ming Dynasty, dies in action against the Manchurians while his nephew Lu Fang manages to escape. Passing through Feng Jui County, he discovers that the magistrate, Wei Huai-yuan, exploits the people. In retaliation, village leader Kao Pao-shih, assisted by his son Chi Hsien and villager Li Chu-jen, kidnap Wen Cheng, the magistrate's daughter. Lu Fang promises to submit a petition for them to War Minister Yuan Chung-huan, who is scheduled to pass through their territory on an inspection tour.Yen Tze-ching, a man of integrity, now refuses to help the magistrate rescue his daughter. When he sends Liang Fu and Chin Chou, his trustworthy henchmen, to the mill searching for his daughter, the party is intercepted by Lu Fang and defeated. The magistrate is forced to seek help from Yen Tze-ching and a man called Han Jui.The magistrate's advisor, Chen Sze-wen, suggests he release some criminals and have them fight for the recovery of his daughter. The magistrate approves and among those released is Huang Liang, an old comrade of Lu Fang.Arriving at the mill with Yen Tze-ching, Huang Liang goes over to Lu Fang and, as a manifestation of loyalty; he kills two of the criminals on the spot. Yen Tze-ching, who is a champion of the poor, pretends to fight Lu Fang and then withdraws. Returning to the court, Yen Tze-ching tells the Magistrate that Lu Fang is too tough a rival for him to overpower. Liang Fu then suggests they kidnap Kao Pao-shih's daughter, Chin Yun, and force Kao to exchange hostages. Chin Yun dies after putting up strong resistance. Driven to blind fury, Kao Pao-shih mercilessly flogs the magistrate's daughter. Lu Fang manages to set the girl free on condition that Magistrate Wei ceases to exploit his people.After flogging Lu Fang 100 times, the magistrate next sends him to prison. In gratitude, Wei Wen-cheng helps Lu Fang escape. Having been told of the incident, the magistrate sends his men out to arrest Lu Fang and all his backers, including Yen Tze-ching. In a surprise raid, Lu Fang, Yen Tze-ching and Huang Liang break into the magistrate's court and capture him. In response to Wei Wen-cheng's pleading, they set the official free. Returning kindness with hate, the magistrate orders his men to encircle the three brave men. An arrow kills Huang Liang; Yen Tze-ching is wounded, while Lu Fang keeps on fighting alone.
