Li Shih-shih (Betty Chung Ling-ling) is a prostitute of some stature in Pien City. She meets “Beau” Yen Ching (David Chiang), one of the Liang Shan leaders. By the time the Emperor arrives on the scene, the two have become very friendly with each other.Accompanied by the unseen Yen Ching, Shih-shih entertains the Emperor with wine, food and a song. But it’s Yen Ching’s singing that really attracts the Emperor, and when he asks to meet the unseen minstrel, Shih-shih tells him that the singer is her brother and a fugitive from the law, and because of this is afraid to show himself. The Emperor agrees to pardon him, and Yen Ching reveals himself as the courageous Liang Shan leader. The Emperor requests that he and his comrades join with him in a campaign to oust Fang La’s (Chu Mu) rebel band in Hang Chou. Many of the Liang Shan leaders are killed during their first attack on the rebel stronghold. Those who remain, which include Shih Chin (Chen Kuan-tai), plan a new offensive, but this news reaches the rebels and the attack is disrupted. Led by Yen Ching and Chang Shun (Danny Lee), the Liang Shan leaders regroup and formulate yet another attack plan.
