




The Secretary for Chinese Affairs was also responsible for inspecting and settling labour disputes and strikes. From 1911 onward, the annual reports by SCA had a section “Labour Trouble” (which was later retitled to “Labour” in 1922) which reported on the major labour disputes and agitation by guilds and unions in the year concerned.
