Hui Chor Tin was born in Hong Kong in 1949. His parents were from Nanhai county. He studied at Lung Tsun Free School and a primary school ran by the Hong Kong Bar-Bending Workers Union. In 1957, he enrolled in the Lok Sin Tong Primary School. In 1963, obtaining good grades at the Common Entrance Examination, he was admitted to Diocesan Boys' School, and finished Form Six there. In 1969, he was accepted as a trainee at South Sea Textile Manufacturing Co. Ltd. He then became an engineering trainee at the company's weaving division, eventually went on to become an engineer, responsible for production management. Due to the decline of spinning industry, he became a civil servant in 1978. He was retired in 2010.
