Originally from Huiyang, Guangdong, Lai Lok Shing was born in Hong Kong in 1948. His father was a copper worker at navy dockyard and his mother was a housewife. Growing up in Wong Tai Sin Resettlement Area, he subsequently studied in Mongkok Workers' Children School in 1957. After completing Primary Three there, Lai Lok Shing transferred to Wong Tai Sin Government Primary School in 1960 where he studied until he graduated from Primary Six. After taking his Secondary School Entrance Examination, Lai Lok Shing studied at La Salle College Evening School for a short period of time. He then obtained a place in South Sea Textile’s work-study programme, studying at the company’s South Sea English Secondary School while working in its textile factory as a weaving apprentice. Lai Lok Shing completed Form Five in 1970 obtaining all passes in the Hong Kong Education Certificate of Examination. He subsequently joined the government, taking civil service as a lifelong career. Initially, Lai Lok Shing served as a clerk at the Audit Department and then a land clerk at a District Office. He was then transferred to the Inland Revenue Department as a tax inspector in 1976, staying there until retired in 2004. When working full-time, Lai Lok Shing continued his studies, completing matriculation in Cognitio College at San Po Kong. He was married in 1974 and has two daughters. Initially allocated a public housing unit in Wo Che Estate, the Lai family steadily improved their living conditions thereafter.
