Though activities planned or coordinated on the local level by government departments or the celebration committees were smaller in scale, they also took the form of carnival, fun fair, variety show and procession which had the greatest popular appeal. Performers and participants came from local schools and neighbourhoods, and the events were held in local venues such as vacant lots, sports ground in housing estates, fair grounds, schools, kaifong associations, youth centres and community centres.
Government departments also organized local activities. In particular, the Social Welfare Department coordinated the Games Rallies by liaising with the local community centres and youth centres in different districts. Fun fair and all kinds of games and performances were held in stadiums and sports grounds in Wanchai, Central, Western, Yaumatei, Fanling, Kwun Tong, Wong Tai Sin, Shamshuipo, Yuen Long, Sheung Shui and Tsuen Wan.
Looking at all these numerous activities of various sizes taking place throughout Hong Kong, from centres of business and commerce to the sports grounds of resettlement areas, we can easily sense the immensity of the Hong Kong Festival in terms of scale and degree of mobilization. It was certainly a groundbreaking historical phenomenon.
