The Lower Ngau Tau Kok Estate is under construction. These Mark IV blocks, though served by lifts and provided with private lavatory in each flat, also had their share of deficiencies. In public areas particularly the long corridor, the lighting was poor, which caused the feeling of fear and insecurity among the residents. It could be a frightening environment.
