Food stalls in Lok Fu Resettlement Estate

These food stalls in Lok Fu Resettlement Estate were illegal. Although the estate management staff should be responsible for the management of hawkers in the resettlement estates, in practice, the staff always took a passive role in handling the problem, which resulted in the widespread of illegal hawking.
