Reviewing penal policy in Hong Kong through Victoria Prison

Pang Sung Yuen points out that the penal policy in Hong Kong improves by following the international standard, which is well-received in the international community. The diversification policy of the Hong Kong penal policy changes from solely on harsh punishment in the past to today’s balance of discipline and human right. The Correctional Services Department provides comprehensive rehabilitation services for offenders by setting up different facilities, such as Drug Addiction Treatment Centres, Training centres for long-sentence young offenders, Detention Centres and Rehabilitation Centres for short-sentences young offenders (focus on disciplinary training), different security level prisons for adult offenders. The Correctional Services Department also facilitates rehabilitation counseling services for offenders. Rehabilitation is a new concept, which makes Hong Kong goes ahead of the international community. Pang Sung Yuen believes that the public order will be improved with less repeat offenders.
Pang Sung Yuen started his first day’s work with the Correctional Services Department in Victoria Prison and worked there twice since then. He is also the Commissioner of the department who witnessed the de-commission of the prison. The prison brought him many good memories.
